According to the Arbitrator and having considered the video evidence and ruling of the CHL PSC, Timothy Campbell (#51) of Fehérvár AV19, will receive supplementary discipline under Illegal check to the head or neck - IIHF Rule 48.
Thursday night, Fehérvár player #51 Timothy Campbell used an illegal action, deemed as an Illegal check to the head or neck, in which he was assessed a major penalty and automatic game misconduct, against Dynamo Pardubice player #19 Roman Červenka.
As the video shows, the puck is rimmed along the boards in the vicinity of Červenka, as Campbell pinches down from the point. Červenka is puck focused, as he attempts to play the puck with a skate. Campbell see’s Červenka in a vulnerable position, ignores the puck entirely and instead skates through to deliver the hit, making head contact, on a hit where such contact was avoidable.
This is an illegal check to the head.
It is important to note, that both elements of the illegal check to the head rule are met on this play. First, due to slight elevation and rotation, the head is a primary contact point, as the right shoulder makes direct and forceful contact to the head area of Červenka. Second, the head contact on this play is deemed avoidable.
We do acknowledge the opposing player is turning before contact on this play. This motion does not significantly contribute to the head receiving contact. Campbell sees and must know a player board side, in pursuit of the puck will alter and he must not elevate and spin into the hit.
The CHL Sports Disciplinary Body suspends Timothy Campbell (#51) of Fehérvár AV19, for 1 game, effective immediately and issues a fine of €700, effective immediately.
In addition, Timothy Campbell (#51) of Fehérvár AV19, will be considered a repeat offender in the event supplementary discipline is required within the CHL.
